“UNLOCK” The Blockchain Forum
In light of both the magnitude of the Blockchain and its effect on the global landscape economic and otherwise, as well as the leading role that Dubai is taking on when it comes to implementing and building the Blockchain ecosystem, Al Iktissad Wal Aamal in partnership with Smart Dubai launched the first series of the UNLOCK Forum between January 14th-15th 2018 at Ritz Carlton Hotel DIFC.
The forum discussed how governments and private institutions in the MENA region can use blockchain applications to create a more efficient, competitive, smart government, smart economy and reinvent businesses. The implications of blockchain on the future of jobs, governments, as well as the governance model needed to regulate it. The event will also discuss how we can create an innovative entrepreneurial setup for encouraging startups in the blockchain domain. Finally the Forum reviewed the achievements of Dubai Government in implementing and piloting Blockchain solutions as well as their future plans.
The event featured international well renowned experts and speakers on Blockchain covering different sectors, topics and strategies. It also included home grown Blockchain companies in Dubai and elsewhere.

H.E. Dr Aisha Bint Butti Bin Blshr, is Director General of Smart Dubai Office, the government entity currently charged with overseeing Dubai’s City-wide smart Transformation and coordinating public and private sector efforts to make Dubai a benchmark for smart cities around the world.
She previously held the positions of Assistant Director General of the Executive Office of His Highness Sheikh Mohammed Bin Rashid AL Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Prior to that, she held the position of Assistant Undersecretary for Support Services at the Ministry of Labor UAE.
Dr. Aisha Holds a PHD in Management Science, technology and Innovation. She also holds a Master of Philosophy in Policy and Research on Engineering Science and Technology from Manchester Business School.
She has been awarded the Leading Woman in Public sector 2015 from the Global Women in Leadership WIL Economic Forum. In addition she has been awarded the ME Women Leader in Corporate Management Excellence by the ME Women Leaders Excellence Awards.
Today Dr. Aisha Bin Bishr and her team at Smart Dubai have been entrusted with the implementation of Blockchain across the entire Dubai government entities where applicable, and in the implementation of Blockchain As A Service for private entities to engage with the Dubai government.

Julio’s career started out as chip designer, focusing on high performance analogue (full custom) and digital systems-on-chip as well as complex chip design platforms that led to more than 30 publications in international refereed forums.

Julio is a Telecommunication Engineer (UPM-Spain), PhD in Computer Science (UAM-Spain), and MsC in Management of Technology (MIT-Sloan). He is also a part-time entrepreneur working on capital markets technology startups, focusing on low latency algorithmic trading in Fx markets.

In her position, she spearheads the Dubai-wide strategy development and implementation of disruptive technologies such as blockchain and the positioning of Dubai as a global and industry leader in the smart city field.
With over 11 years of experience, Zeina has held strategic roles in both the public and private sectors. She has worked as a Senior Consultant at The Executive Office of His Highness Sheikh Mohammed Bin Rashid Al Maktoum where she led city-wide projects aimed at increasing the quality of life of Dubai residents and the economic competitiveness of the city regionally and globally. There, she also led the development of the Dubai 3D Printing Strategy launched by His Highness Sheikh Mohammed Bin Rashid Al Maktoum in 2015.
Prior to that, Zeina worked in management consulting at Booz and Company where her professional experience spanned diverse fields such as education reform, transportation planning and implementation, business policy advocacy, private sector and SME growth and Innovation policy and planning.
She also served within the Abu Dhabi Government at the General Secretariat of the Executive Council where she led the Government-wide strategic planning and performance management of over 50 public sector agencies. Zeina was also a technology entrepreneur in the field of city experiences.
She holds an MBA with distinction from London Business School and BA with distinction in Corporate Finance from the American University of Beirut. Zeina has authored studies and perspectives on a wide range of topics including technology, public sector governance and innovation.

In 2014 Andrea joined the State of Delaware as founding Director of the Division of Corporate and International Development a year later she launched Global Delaware, the state’s first Business brand.
In 2016 Andrea conceived the Delaware Blockchain Initiative launched then by Governor Markell and now directs this initiative.
Prior to that Andrea was Vice President Business Development and Assistant General Counsel of Corporate Service Company.

Ramez Dandan leads Microsoft’s Digital Transformation enablement efforts with key customers in the Gulf by helping them translate and bridge how Cloud technology, policy and business model opportunities can empower every person and every organization in the region to achieve more.
Ramez has over 28 years of experience in IT, Telecom and Biotech across MEA. Prior to his current role at Microsoft Gulf, Ramez led Microsoft’s regional Open Source Software initiative and prior to that served as Microsoft’s Kuwait Country General Manager.
Over the years Ramez held a variety of senior sales, marketing and business development leadership roles. Before joining Microsoft, Ramez was the MEA Marketing Director at LifeScan (Johnson & Johnson). Prior to that, Ramez worked with Ericsson in Saudi Arabia managing the enterprise and consumer markets.

Mr. Tayara focuses on new collaborations and initiatives in the ICT & Smart Services space and managing relationships with Du’s strategic partners. He previously led the engagement and commercial negotiation of the Smart Dubai Platform win and the launch of the first smart city WiFi UAE initiative. He is also leading ICT and IOT sales in Government and Large enterprises.
Mr. Tayara joined Du in 2006. Prior to this, he worked for Motorola networks in Dubai, Orascom in Cairo and Investcom in Beirut.
He holds a Bachelor’s Degree in Telecommunications Engineering from the American University of Beirut and a Master’s Degree of Business Administration from the University of Cambridge.

Hon. Silvio Schembri is the parliamentary Secretary for Financial Services, Digital Economy & Innovation at the office of the Prime Minister Malta.
Silvio Schembri was elected to Parliament in 2013 and was re-elected in 2017 on two districts obtaining the highest number of votes on district 6. At the age of 18 he contested the Local Council elections of his hometown, Luqa, where he was elected alongside his father John who has since occupied the post of town mayor.
During the 2013-2017 Labour government Hon. Schembri was appointed by the Prime Minister to serve as the Chairperson for the Economic and Financial Affairs Parliamentary Committee, entrusted to lead critical discussions on the financial development of the Maltese economy.
Prior to becoming a Member of Parliament, Hon. Schembri worked as an EU Fund Manager with the GAL Xlokk Foundation, advising private and public institutions including local councils within the southeastern Maltese territory, to access EU funding for capital and social projects aimed at helping further economic and cultural development.
Through his efforts, Hon. Schembri contributed significantly for various projects designed to improve the social and environmental dimensions of various localities to be implemented. His sterling work within several communities served as a stepping stone for Silvio to secure his place within the Maltese Parliament in 2013.
He graduated with Honours and a Master in Economics at the University of Malta where he is today a visiting lecturer in economics and finance.

As the founder of WebofThings.org, he is a well-respected expert in distributed embedded sensing and wrote numerous publications, patents and a book about the intersection of Web and IoT. The results of his PhD research carried out at MIT, ETH Zurich, and SAP played a central role in W3C efforts to create a standard for the Web of Things.
Vlad graduated with a PhD in computer science from ETH Zurich and a MsC in Robotics and Artificial Intelligence from EPFL.
